Description
Checks whether the values of the DGA are over the typical rate of gas increase values for the 90% of the samples.
Refer to IEC 60599:2022, Section 8.3 - Rates of gas increase, page 21.
If the 'hasCommunicatingOltc' parameter is not entered the value defaults to false.
